廃水処理施設における「PE」とはどういう意味ですか?

PE stands for Population Equivalent. It is the standard unit used across European wastewater legislation to describe the load a treatment plant must handle.
One PE represents the average organic biodegradable load produced by one person per day – defined as 60 grams of biochemical oxygen demand (BOD₅) over five days.
Why PE, not just population?
A treatment plant serves more than just households. Industrial discharges, food processing facilities, hospitals, and seasonal tourism all contribute to the load. PE allows all of these to be expressed in the same unit. A small dairy might add the equivalent of 5,000 PE to a plant that serves a town of 20,000 people, giving the plant a total design load of 25,000 PE.
Why the 150,000 PE threshold matters
Directive (EU) 2024/3019 uses PE to define which plants are subject to which obligations. The fourth treatment stage requirement applies to plants serving more than 150,000 PE. Smaller plants face other requirements but are not (yet) required to install a quaternary stage.
In Germany alone, roughly 3,000 plants fall within this scope. Across the EU, the number is significantly higher and will grow as member states translate the directive into national law.
Practical implication
For plant managers, the first question is whether their plant is above, at, or close to the 150,000 PE threshold. Plants close to the threshold should plan for the upgrade even if not formally required today – industrial growth or municipal expansion can push them over.
