EU Directive 2024/3019: what the fourth treatment stage means for your plant

Since the entry into force of Directive (EU) 2024/3019 on urban wastewater treatment, European wastewater operators have been on a clock. Every treatment plant serving more than 150,000 population equivalents (PE) must be equipped with a quaternary – fourth – treatment stage, with phased deadlines extending to 2045. 
For many plant operators, the implications are still settling in. This article explains what is changing, why, and what plant managers should be thinking about now – well before procurement begins.


Why a fourth stage is needed 

The three conventional treatment stages – mechanical, biological, and chemical – remove solids, organic load, and nutrients effectively. What they cannot reliably remove are micropollutants: pharmaceutical residues, contrast agents used in medical imaging, hormones, and a wide range of other trace contaminants. 
These substances pass through conventional treatment unchanged and reach surface waters in measurable concentrations. The OECD has identified pharmaceutical residues in freshwater as a growing risk to aquatic ecosystems and, indirectly, to drinking water sources. The European Environment Agency reports detectable levels of pharmaceuticals in surface waters across all member states surveyed. 
The fourth stage is designed specifically to capture these substances – typically through adsorption on activated carbon or oxidation processes such as ozonation. 


What the directive requires 

The directive applies to all urban wastewater treatment plants serving more than 150,000 PE. 
Member states must achieve full implementation by 2045, with intermediate milestones starting in 2033. 
In Germany alone, roughly 10,000 wastewater treatment plants are in operation, of which approximately 3,000 fall within scope and must be upgraded. 
Other European countries face proportionally similar obligations as they translate the directive into national law. 


Why this is a strategic decision, not just a technical one 

For plant managers and municipal operators, the fourth stage is one of the largest capital investments most plants will make this decade. The decisions made now will shape operating cost, staffing requirements, and compliance posture for 20 years or more.

Three questions deserve early attention: 
Which adsorbent or process fits your influent profile? Activated carbon is the most common choice and is well understood, but dosing reliability varies dramatically between providers. 

How will the dosing system behave in daily operation? Powdered activated carbon presents real handling challenges especially in the dry bulk handling and dosing step: bridging and ratholing in silos and hoppers, unstable flow in very small feeders, dust and gradual buildup on internal surfaces. In the aeration or contact tank, many operators also describe a “cocoa effect” – PAC floating and clumping on the water surface before it fully wets and sinks – but that in‑tank behaviour is mainly a question of mixing and tank design, not something the bulk material handling alone can remove. 


What is the operational complexity over 20 years? Some fourth-stage solutions are technically complete but operationally fragile. Others prioritize robustness and simplicity. The difference shows up not in the procurement quote, but in the lifecycle cost. 


What to do next 

If your plant is above the 150,000 PE threshold – or close to it – the time to start scoping is now, not when the deadline approaches. Early movers have access to better engineering support, more flexible budgeting, and the ability to learn from pilot installations before committing.
