Building the business case for a fourth-stage upgrade: 20-year thinking in a 20-month decision

By the time you reach the decision stage, the technical analysis is usually clear. What stalls projects is alignment.
Engineering wants the right solution. Operations wants something that will not consume their staff. Finance wants a defensible business case. Municipal leadership wants assurance that the plant will meet its compliance obligations under Directive (EU) 2024/3019 without operational surprises.
This article gives you a structure that translates the fourth-stage decision into terms each of these stakeholders will recognize – and decision criteria that survive internal debate and future audits.
Anchor the decision in a philosophy, not in components
The most common trap at decision stage is to compare components line by line: pumps vs. pumps, silos vs. silos, dosing units vs. dosing units. That path leads to the "cheapest compliant option" – and often to an operationally fragile plant that consumes staff time for 20 years.

The business case must quantify the risk of compliance gaps – including reputational and regulatory exposure to the municipality.
Lifecycle operating cost
- The procurement quote is a small fraction of the 20-year cost. Translate the decision into:
- PAC consumption over 20 years (the largest variable cost).
- Operator hours per week on the fourth stage.
- Maintenance and downtime hours per year.
- Energy demand (especially relevant for ozonation alternatives).
- Suppliers that offer 5% lower CAPEX but 20% higher consumable use will lose this comparison by a wide margin – if it is made.
Workforce resilience
Municipal water utilities face the same workforce pressure as private industry: fewer skilled operators, more shift turnover. A fourth-stage solution that requires expert intervention is a liability. One that runs reliably with standard staffing is an asset.
Five non-negotiable criteria
- Documented dosing accuracy ±X% over 6+ months at comparable installations.
- Maximum operator intervention of Y hours per week under normal operation.
- Maintenance access without taking the dosing line offline for more than Z hours.
- Reference plants with PAC duty at comparable PE scale.
- Supplier track record on activated carbon dosing in adjacent industries (e.g. waste incineration).
Score each shortlisted alternative against these criteria – not just against price and lead time. Document why options that looked attractive on paper were rejected.
Why this is a 20-year decision
The fourth stage will be a fixed part of your plant for the next two decades. Directive (EU) 2024/3019 is not the last regulatory step – the European Environment Agency has already flagged additional micropollutants as future regulatory candidates [5]. A flexible, robust fourth-stage platform will absorb future requirements. A fragile one will need to be partly rebuilt.
